The Challenge: A region where communications have to work everywhere
The Junta de Andalucía (the regional government) brings together a wide range of organizations, from regional emergency response services and health agencies to forestry teams, environmental services, and national security bodies.
For any of that coordination to work, communications need to work reliably, securely, and everywhere.
Historically, each of these organizations relied on separate communications systems designed around its own operational needs. Those systems worked well for day-to-day operations, but coordinating across agencies during multi-agency or region-wide incidents was more complex. As expectations grew for interoperability, resilience, and responder safety, the Junta saw an opportunity to modernize how emergency communications were delivered.
The solution: A single platform for every emergency organization in Andalusia
The Junta de Andalucía deployed the Red Digital de Emergencias de Andalucía (REJA) through a regional delivery consortium, with Tait partner Sistelec supplying Tait technology and providing engineering and support services throughout the project.
Built on Tait’s Digital Mobile Radio (DMR) Tier 3 technology, the network gives emergency and public safety organizations a common platform for voice and data communications. The solution also features 900+ TAIT AXIOM Wearable broadband devices and 360 TAIT AXIOM Mobile radios, incorporating DMR and cellular connectivity into a single communications experience. Tait GridLink data terminals are also used to remotely monitor and control fixed equipment in the field.
Alongside voice, the platform provides real-time location services, emergency alerting, call recording, encrypted communications, and centralized network management. It also supports interoperability with national organizations, including the Civil Guard, National Police, and Emergency Military Unit (UME).
At launch, the deployment included 146 fixed base stations and eight rapidly deployable mobile base stations, with a target of more than 99% territorial coverage.
The outcome: Built for the days when everything else fails
As of 2026, the Junta de Andalucía describes REJA as the most extensive network of its kind in Europe, supporting the region's emergency ecosystem across the 112 emergency services, the Andalusian Emergency Group (GREA), Civil Protection, INFOCA, the Andalusian Health Service, the Andalusian Police, and environmental and infrastructure agencies. The network also enables interoperability with national security forces.
As of 2026, REJA delivers 99.14% vehicle coverage and more than 92% portable terminal coverage.
However, the true test of any critical communications system is how it performs when everything else fails. Two major incidents since the inauguration of the system show what that means for the people of Andalusia.
Maintaining connectivity during a national blackout
During the widespread electricity blackout that affected Spain on 28 April 2025, REJA registered traffic 4.5 times higher than normal use and handled more than 10 hours of voice calls while commercial mobile networks progressively collapsed nationwide.
Peak usage coincided directly with the collapse of commercial networks, a real-world demonstration of the value of a critical communications platform designed to operate independently of public infrastructure.
Keeping communities connected during major storms
Between 3 and 9 February 2026, Andalusia experienced an unprecedented sequence of storms that caused mass power outages, isolated municipalities, and disrupted infrastructure.
REJA was used to distribute radios to mayors across more than 26 municipalities in the Sierra de Cádiz, keep around 1,500 residents of San Martín del Tesorillo connected when other infrastructure failed, and preventively deploy five mobile base stations to strategic locations. Over the course of the event, the network handled more than 3,000 group calls and more than 22 hours of accumulated voice traffic, maintaining service in areas that had lost commercial connectivity entirely.
For the Junta, these events were a practical demonstration of a network built for the conditions frontline responders actually face: interoperability across agencies, resilience when it matters most, and flexibility to support work well beyond regional boundaries.
